When a person performs a search, they know in which country/language the browser is configured, they know the location and if they have a Google cookie, they know the search history.

All of these are used to help provide more relevant search results specifically for one of them and to explain why you may be seeing a different set of results than someone else.

If you are constantly searching for something and keep clicking on the same result, Google (and Bing) will recognize it and start showing one that goes higher for that search.

This is useful because a ton of people still uses the search for navigation.

If someone is looking for something that has a local feel, they can use the location to spawn a pack of maps.

Whether this map pack spawns (and even where it spawns for you) can depend on how far away the companies are.

That's why when famous SEO pros ask everyone at a conference to search and click on a result, you can see that result appear higher.

This is because all in the same place using the same IP address and the search engine personalizes its result based on hundreds of previous searches and it does so based on the information and location of the ISP, and no cookies.

This means that they can use it to customize search results based on previous behavior, but none of the clicks will impact that ranking position for anyone.

While they don't use CTR as a definitive ranking factor, there are plenty of legitimate uses.

Also, use CTR to determine which position to display best to a request box or similar feature.

One can click on the result or ask other people to click on the result whatever one wants, it will not improve the ranking.
